Survey data: percents are of surveyed students in that county and grade, not of all youth; counts are surveyed students, not population estimates.
Small counties can have small survey samples, and the agency applies its own suppression to small cells.
Biennial cadence.
The dataset currently covers one survey question; the OPNA instrument covers much more (alcohol, tobacco, other drug use, risk/protective factors).
